الخرطوم : الرواية الأولى ( سونا)-
عبر مجلس الامن الدولي عن تقديره للجهود التي بذلتها السلطات السودانية لاحتواء الصراع الذي اندلع في ولاية غرب دارفور والذي ادى لمقتل وجرح مئات المدنيين خلال الاسبوع المنصرم
غير ان المجلس دعا الحكومة في بيانه إلى اجراء تحقيق شفاف في أعمال العنف تلك بولاية غرب دارفور على الحدود السودانية التشادية لضمان محاسبة المسؤولين عن وقوعها مما أسفرعن مقتل وإصابة مدنيين و ادى الى ونزوح جماعي وتخريب لمرافق الرعاية الصحية.
ووفقا للبيان الصحفي فقد دعا أعضاء مجلس الأمن إلى “الوقف الفوري للعنف، بما في ذلك العنف الطائفي والهجمات على مرافق الرعاية الصحية، لتمكين استئناف المساعدة الإنسانية. وأعرب أعضاء مجلس الأمن عن عميق تعاطفهم وتعازيهم لأسر الضحايا ، وتمنى الشفاء العاجل والكامل للمصابين.
و قال البيان الصحفي ان أعضاء مجلس الأمن عبروا عن اقرارهم بالجهود التي يبذلها مجلس السيادة الانتقالي في السودان لمعالجة الوضع ، بما في ذلك نتائج اجتماع مجلس الأمن والدفاع الوطني و اعلان الحكومة و شروعها والالتزامها بإجراء تحقيق حول الاحداث.
و جدد اعضاء المجلس ان المسئولية الاساس تقعى على الحكومة السودانية في حماية المدنيين وكرروا الالتزام القانوني الدولي للسلطات المجموعات المسلحة بحماية جميع المدنيين والبنى التحتية المدنية.
ووفقا للبيان فقد دعا أعضاء مجلس الأمن التعجيل بتنفيذ اتفاق جوبا للسلام ، بما في ذلك نشر قوة حفظ الأمن المشتركة وخطة العمل الوطنية لحماية المدنيين.
واشار البيان الى اقرار اعضاء المجلس بان اتفاقية جوبا تنص على دور محدد للأمم المتحدة في دعم تنفيذ بنود الاتفاقية و ان أعضاء مجلس الأمن يقرون بأهمية تعزيز دعم المجتمع الدولي لتنفيذها بما في ذلك من خلال الدعم المقدم من الأمم المتحدة.
Security Council Press Statement on Darfur/Sudan
The members of the Security Council condemned the recent violence in West Darfur, Sudan, which has resulted in the killing and injury of civilians, mass displacement and attacks on healthcare facilities. The members of the Security Council expressed their deep sympathy and condolences to the families of the victims and wished a speedy and full recovery to those who were injured.
The members of the Security Council called for the immediate cessation of violence, including intercommunal violence and attacks on healthcare facilities, to enable the resumption of humanitarian assistance. They called for a transparent investigation of violence in Darfur to ensure those responsible for the violence are held accountable.
The members of the Security Council recognised the efforts undertaken by the Sovereignty Council to address the situation, including the outcomes of the meeting of the National Security and Defence Council and the commitment to conduct an investigation. They reaffirmed the primary responsibility of state authorities to protect civilians and reiterated the international legal obligation of the authorities and armed groups to protect all civilians and civilian infrastructure.
The members of the Security Council further called for the accelerated implementation of the Juba Peace Agreement, including deployment of the Joint Security Keeping Force, and of the National Action Plan for Civilian Protection. They took note that the JPA provides for a specific role for the United Nations in supporting the implementation of its provisions. The members of the Security Council acknowledged the importance of strengthening international community support for the implementation of the JPA, including through the support provided by the United Nations.
